Proposed rules relating to driver’s license agents and deputy registrars
Today, the Minnesota Department of Public Safety (DPS) has published a Notice of Intent to Adopt Rules Without a Public Hearing for its rules on driver’s license agents and deputy registrars.
What do the rules do?
The proposed rules amend requirements for driver’s license agents and deputy registrars. The rules are in response to 2024 legislation requiring DPS to establish a competitive-bidding process when appointing a driver’s license agent or deputy registrar if either wants to continue offering licensing and vehicle services at a closing office location.
DPS must establish this competitive-bidding process in its respective rule chapters for driver’s license agents and deputy registrars under Minnesota Rules, chapters 7404 and 7406. DPS proposes a process that will promote transparency, encourage competition and help ensure that high-quality services continue to be offered to Minnesotans.
DPS also makes technical changes to deposit and reporting requirements, removes obsolete language, amends requirements that conflict with statute and revises the rules to improve clarity.

You have until 4:30 p.m. Friday, Sept. 18, 2026, to comment — supporting or opposing — on the proposed rules. You may also submit a written request that a hearing be held on the rules.
