March 13, 2026 – MDRA Legislative Update

March 14, 2026 by Minnesota Deputy Registrars Association

To:    All MDRA member offices
Fr:    MDRA Legislative Committee

MDRA wishes to thank the over 30 attendees who participated in Wednesday’s annual MDRA Day on the Hill event in Saint Paul!  Amongst the hustle and bustle that we encountered that afternoon at the capitol, we nonetheless persevered and connected with key lawmakers to remind them of the critical service we provide to citizens and the State.

Our presence made an impact!  Late yesterday, we were informed that our preferred bill concerning DVS revenue sharing (HF 2605-Olson) will be heard next week in the House Transportation Committee!  MDRA lobbyist Jim Hirst has already registered to testify for the legislation.  This hearing will be conducted for “information purposes” only, and no vote will be taken.  Please note, HF 2605 does require some technical changes (replacing the term FSP with deputy registrar) but it has the preferred framework to work with.

Our strategy this session has been focused on laying the foundation this year on revenue sharing and then make a full effort on this in 2027 when it is a budget year at the capitol.  This hearing helps us achieve that eventual goal and ensures lawmakers don’t forget about this matter next year!

Details for this upcoming hearing are as follows:

When:    Wednesday March 18 from 1PM to 3PM
Where:    Room 123 State Capitol
Online:    www.house.mn.gov will carry live coverage

HF 2605 is one of six items on the committee’s agenda that day and is currently slated in the middle.  Video of the hearing is also archived on the house website for later viewing.

Thank you again, members, for your ongoing interest and participation with MDRA legislative affairs activities.  Have a great weekend, and be careful with all the crazy weather we’re currently having and about to have out there!
