If you come across a vehicle with a legacy out of state title deficiency and are getting a message stating “no title issued; perform a correction for any changes,” you must first call the deputy liaisons and have them add a “title held out of state” indicator to the record. This allows you to proceed with the transfer of ownership on the out of state title.
